Mr. M.S.M. Rafeek is the current chairman of the Puttalam Urban Council. Born on 01 January 1968, he completed his primary education from Zahira College , Puttalam. He scored excellent marks in Grade five scholarship examination and excelled not only in studies but also in sports. He has performed well in sports such as cricket, football, table tennis and carom and has also served as the captain of those teams. He was a contemporary school friend of Late, Mr. K.A.Baiz , former chairman of Puttalam Urban Council and worked as his political adviser for many years. In 2005, M.S.M. Rafeek who entered active politics for the first time, won the first Urban Council election and was elected as a council member. He is also an outstanding social worker who has rendered various services for the betterment of the general public in the area.

Again in 2018, when Sri Lanka Muslim Congress under the leadership of former chairman K.A. Baiz , took over the power of the Urban Council ,Mr. M.S.M.Rafeek was also elected as a member. After the sudden demise of former Chairman, Mr.M.S.M. Rafeek was elected as the Chairman of the Puttalam Urban Council.
